This is a letter dated July 26th, 1888 from the Department of the Interior, Bureau of Pensions in Washington, DC regarding the invalid pension claim of Jonathan S. Webster of Co. M, 10th Reg't, N.Y. Cavalry - Civil War.  Jonathan was making a claim based on chronic diarrhea, rheumatism and neuralgia that stemmed from his service during the War.
John C. Black, Commissioner signed the document and forwarded it to M.D. Peck explaining the proof that would be needed for Jonathan to get the pension.
