CSA period Letter Regards Reimbursement for Subpoena Rockingham NC (Dec) 6 1863

Civil War CSA letter from R. S. McDonaldd, superior court clerk in Rockingham NC, Dec 6 1863 writing to S..M. Ingram Member of Legislature in Raleigh NC complaining abouit why he has to accept 15 cents (I guess to serve subponena) but then has to pay clerk and master one dollar.  (This makes no sense unless I am reading it wrong).
Writes to adjutant general about the issue and hopes to hear back from Ingram.  There is a repair upper middle, filling in piece of paper in hole, other minor patina or light toning, 3-4 folds.   Interesting letter about how the government works in NC during the Civil War
